A large disused office building from the 1970’s, located at the southern edge of Brussels, is now transformed into a vibrant new town hall for the municipality of Uccle. Designed by archipelago, this town hall will offer work space for 450 public servants and reconnect the building to the neighbourhood by opening up a lush green public garden. The municipality of Uccle acquired the old headquarters from Fabricom, an industrial machines company, in 2014 and started a competition procedure for the renovation of the building. The competition was won by archipelago and construction works started in 2019. Three years later we are proud to present a highly innovative project which aims for a positive impact on both its social and ecological environment.

 

Open to the city A town hall needs to be inviting for the community. Our first intervention was to redefine the private green area around the building as public garden. We moved the main entrance from the Rue Gatti de Gamond to the Rue Stalle, so that the public garden becomes part of the main entrance zone. To encourage interaction between civil servants and citizens, we created a large ‘citizen area’ at the entrance of the building, which is connected to each floor of the building and to all the services of the town hall. The lobby, meeting spaces, and the public conference rooms on the roof can each function independently from the daily activities in the town hall.

 

Flexible spaces We have designed modular workspaces that can meet the evolving needs of an ever-changing administration. To further support a dynamic work environment, we have transformed the halls and passageways into places for spontaneous interaction and informal meetings. These places are visually connected to the surrounding public garden and receive ample natural daylight. The interior design of the work spaces, as well as the furniture and even the signage are designed as a whole by archipelago. A clear circulation scheme ensures that visitors and staff can interact on the ground floor and in public areas, but keeps the different flows separated throughout the building.

 

Circular building From the start of the design process, we have looked at this renovation project as part of a larger change in society towards a circular economy. We first made an extensive study of the existing building and the elements that can be reused. We also carefully analysed the energetic performance of the façade to optimally reuse the external elements in concrete. The architectural interventions are subtle and respectful while creating a contemporary identity. The rigorous expression of the building’s structure is preserved. Different window patterns create a link between the floor levels and offer a lighter reading of the façade. For heating and cooling, we have developed with Vivaqua, the public distributor of water in Brussels, a pilot project that uses riothermia: energy derived from wastewater, optimally utilizing existing energy flows and the specific local conditions of the site.

브뤼셀 남쪽 끝에 있는 거대한 폐건물은 1970년대 사무실 건물로 쓰이다 방치되었고, 이제는 우클시의 활기찬 새로운 시청으로 거듭났다. 시청은 450명의 공무원을 위한 업무 공간을 제공하고, 우거진 녹색 공공 정원을 열어 이웃과 건물을 다시 연결하고 있다. 우클시는 2014년 산업기계 전문업체로부터 건물을 사들여, 새로운 시청으로 탈바꿈하기 위한 리노베이션 공모전을 진행했다. 이 공모에서 우승한 아키펠라고의 안으로 공사가 시작되었다. 이제 사회적, 생태적 환경 모두에 긍정적인 영향을 주는 것을 목표로 하고 있다.

 

도시를 향해 열리다 시청은 지역 사회를 위해 사람들을 끌어들일 필요가 있다. 건축가는 먼저, 건물 주변의 녹지를 공공 정원으로 재정의했다. 가티 드 가몽(Gatti de Gamond) 거리에서 스탈(Rue Stalle) 거리로 주요 입구를 옮겨, 공공정원이 주 출입구의 일부가 되도록 했다. 공무원과 시민의 교류를 활성화하기 위해 건물 입구에 건물의 각층과 마을회관의 모든 서비스와 연결되는 대형 ‘시민 지역’을 조성했다. 옥상의 로비, 회의 공간, 공공 회의실은 마을 회관의 일상적인 활동과 독립적으로 기능할 수 있다.

 

유연한 공간 건축가는 끊임없이 변화하는 행정부의 요구를 충족할 수 있는 모듈식 업무공간을 설계했다. 더 나아가 역동적인 업무 환경을 만들기 위해 홀과 통로를 자발적으로 상호작용할 수 있는 비공식 회의 장소로 변화시켰다. 또한, 이 공간은 주변의 공공정원과 시각적으로 연결되고, 풍부한 자연 채광을 가진다. 업무 공간의 내부 설계와 가구, 그리고 간판까지 모두 건축가가 디자인했다. 명백한 동선 계획은 방문객과 직원이 1층과 공공 영역에서 상호작용할 수 있게 하면서도 건물 전체에서는 분리된 다른 동산을 가진다.

 

순환하는 건물 설계를 시작할 때부터, 건축가는 이 리노베이션 프로젝트를 순환하는 경제를 향한 더 큰 변화 일부로 보았다. 먼저, 기존 건축물과 재사용될 수 있는 구성요소들에 대한 방대한 연구를 했다. 또한, 콘크리트의 외부 요소를 최적으로 재사용하기 위해 파사드의 에너지 성능을 신중하게 분석했다. 현대적인 정체성을 창조하면서 건축적 개입은 적게, 그리고 존중하는 마음으로 진행했다. 건축물 구조의 엄격한 표현은 보존되었다. 다양한 창문 패턴은 바닥층과 연계되고, 파사드가 더 밝게 읽히도록 한다. 난방과 냉방을 위해 브뤼셀의 공공 수도 분배업체와 함께 폐수로부터 얻어지는 에너지인 리오털미아를 활용하여 현 에너지 흐름 및 대지의 특정한 현지 조건들을 최적으로 사용하는 파일럿 프로젝트를 개발했다.
