Inspired by nature and local building traditions the Town Hall in Eysturkommuna makes a subtle appearance at first glance. Nevertheless, the impact of the house is anything but minimal. Bridges that not only serve to connect destinations, but become places in their own right, places where people meet and settle, have their own important space in history.
Florence, Prague and Venice all have inhabited bridges that define the cities. In the darkness of the Faroese winter, a truly special building bridges not only the river in the village of Norðragøta but unites two municipalities that merges into one community in the municipality of Eystur. One almost has to make an effort to make out the Town Hall. Not because the building is not spectacular, but because it understands and respects the distinc-tive Nordic nature that surrounds it.
Discreetly cut into the lush landscape, seemingly floating between the river and the green grass blanket on the roof, the Town Hall creates the framework for the work of the City Council and the admin-istrative staff. In the Faroe Islands, nature creates the framework for people’s lives and professions and physically, nature is always just around the corner. Interpreting traditions on the road to shaping new The Town Hall in Eysturkommuna pays tribute to the Nordic landscapes and the traditional local grass-roofed houses, but simultaneously defines a new path for contemporary Faroese architecture: “Many contemporary contributions to Faroese architecture directly copy ele-ments from traditional buildings.
I find it much more interesting to look into the underlying thoughts of traditional buildings,” Ósbjørn Jacobsen, Partner at Hen-ning Larsen says. A central theme in traditional Faroese architecture is the blurred line between nature and building, the fact that the spectator has difficulties distinguishing where the landscape ends and the building begins. The primary conceptual idea behind the design of the Town Hall is driven by the notion of this fleeting line between landscape and building – I believe that could be one way to approach modern Faroese architecture,” Jacobsen adds.
Celebrating democracy In the City Council Hall one clearly senses the closeness to nature and the river, visible through a circular mirror lined glass covered opening in the floor. The City Council convenes round the floor opening at a circular table inspired by kivas, the ceremonial chambers of Pueblo Native Americans. At this table, no one sits at the end, all meet on equal parliamentary terms. This is where the Municipality’s key decisions are made and through the glass covered floor one can even spot trout on their way up-stream or out into the open sea. The sound and light installation of artist Jens Ladekarl Thomsen, inspired by sounds and structures in local society and nature, is built into the wooden clad-ding of the building.
Passers-by experience that ‘the house speaks’ of the sur-roundings, thereby creating a new story of local nature and community. Staging human interaction Town Hall Eysturkommuna assumes the important task of establishing a space that will revive the local community. The terraces and roof are open to the pub-lic, people can come here to have picnics and swim in the river.
Before the fishing industry made its entry with a large and important factory, the attractive local beach was the natural gathering point at special occasions; the bon fire on New Year’s Eve was lit here, the flag day celebrated on April 25th and locals used the beach for sporting events. The factory is now an important driver in the local economy but Norðragøta also needs to reclaim spaces where people can gather. According to plan, the Town Hall Eysturkommuna is the first building in a larger regeneration of the area. In the coming years the local community will be re-vived with buildings and events that support public life.
아이스튜어코뮤나 시청
현지의 전통 가옥과 자연에서 영감을 얻은 아이스튜어코뮤나 시청은 미묘한 모습을 연출한다. 그럼에도 불구하고 이 건물이 주는 영향은 절대 미미하지 않다. 목적지를 연결할 뿐만 아니라 그 자체로도 장소가 되며 사람들이 만나고 정착하는 교량은 역사 속 자기만의 중요한 자리를 차지한다. 페로제도의 겨울의 어둠 속에서도, 정말로 특별한 건물이 노드라고타(Norðragøta) 마을의 강에 교량 역할을 할 뿐만 아니라 아이스튜어(Eystur) 자치제 내 두 개의 자치제를 연결하여 한 지역 사회로 통합한다.
시청을 알아보기 위해선 조금의 노력이 필요하다. 이 건물이 아름답지 않기 때문이 아니라 주변을 둘러싼 독창적인 북유럽 자연을 이해하고 존중하기 때문이다. 지붕 위 푸른 잔디 담요와 강 사이에 떠 있는 듯하며 무성한 풍경 속 조심스럽게 잘린 시청은 시의회와 행정부의 작업을 위한 체계를 만든다. 페로제도에서는 자연이 사람들의 삶과 일을 위한 틀을 만들며 물리적으로도 자연은 언제나 근접해 있다. 새로움을 향한 길 위의 전통에 대한 해석 아이스튜어의 시청은 북유럽의 경관과 잔디 지붕을 가진 전통 가옥에 대한 경의를 표하면서도, 동시에 페로의 현대건축을 위한 새로운 길을 정의한다.
Henning Larsen의 파트너인 Ósbjørn Jacobsen은 “현대의 페로 건축은 전통 건축물의 요소를 그대로 복사한다. 나는 전통적인 건물의 근본적인 생각을 연구하는 것이 훨씬 더 흥미롭다”고 말한다. 이어, Jacobsen은 “전통적인 페로 건축 양식의 중심이 되는 주제는 자연과 건물 사이의 희미한 경계선, 즉 보는 사람의 입장에서 풍경이 끝나는 지점과 건물이 시작되는 지점을 구별하는 데 어려움이 있다는 사실이다. 풍경과 건물 사이를 가르는 이 찰나의 선의 개념이 시청 설계의 기본 개념을 주도한다. 이는 페로의 현대 건축에 접근할 수 있는 방법 중 하나라고 생각한다”고 덧붙인다. 민주주의를 기념하며 시의회에서는 거울로 된 테두리를 가진 원형 바닥 유리창을 통해 보이는 자연과 강의 친밀감을 분명히 느낄 수 있다. 시의회는 이 유리창 주변의 푸에블로 아메리카 원주민의 의식을 위한 공간인 키바(Kivas)에서 영감을 얻은 원형 테이블에서 회합한다. 이 테이블에는 누구도 끝에 앉지 않고 모든 사람이 동등한 의회의 조건 위에 만난다. 이곳에서 지자체의 주요 결정이 이루어지며, 바닥의 유리창을 통해 상류로 또는 바다로 헤엄치는 송어를 볼 수도 있다.
지역 사회와 자연의 소리와 짜임새에서 영감을 얻은 예술가 Jens Ladekarl Thomsen의 소리와 빛 설치물은 건물의 나무 피복에 내장되어 있다. 지나가던 사람은 주변에 대해 ‘이야기하는 집’을 경험하여 이 지역의 자연과 지역 사회에 대해 새로운 이야기를 만든다. 사람 간의 상호작용 유도 아이스튜어코뮤나 시청은 지역 사회를 살릴 공간을 형성하는 중요한 임무를 맡는다. 테라스와 지붕은 대중에게 개방되어 있어, 사람들은 와서 소풍을 하거나 강가에서 수영을 할 수 있다.
어업이 크고 중요한 공장과 함께 등장하기 전에는, 특별한 행사 때 매력적인 지역 해변이 자연스러운 모임 장소였다. 섣달 그믐에는 이곳에서 모닥불을 피웠고, 4월 25일에는 국기의 날을 기념했으며 지역 주민들은 이 해변을 스포츠 행사할 때 이용하기도 했다. 이 공장은 현재 지역 경제의 중요한 원동력이지만 노드라고타는 사람들이 모일 수 있는 공간을 되찾을 필요가 있다. 계획에 따르면 아이스튜어코뮤나 시청이 이러한 큰 규모의 지역 재생 사업의 첫 번째 건물이다. 앞으로 몇 년 동안 지역 공동체는 공공 생활을 지원하는 건물과 이벤트로 재생될 것이다.
