GUAIBA WATERFRONT URBAN PARK

The Guaiba Waterfront Urban Park is a 1.5km and 5,7ha intervention in Porto Alegre, the largest metropolis in Southern Brazil with 1.5 million population, 4.2 million in a metropolitan scale. The park, which is a local government initiative, reconnects the city and the population with its most precious landscape: the Guaiba waterfront. This project brings life to an infill area that was created to be part of the flood control system of Porto Alegre. In building this infill, the riparian environment was adversely affected. Also, as prior to the project it had no use and was disconnected from the surrounding city life, creating a somewhat hostile area with serious security, degradation and abandonment problems.

As an urban and environmental regeneration project, the intervention will greatly improve the porto-alegrenses’ quality of life, with social, economic and environmental systemic impacts. It comes to connect people, culture, history and nature in a virtuous circle of valorization. Adjacent to the downtown area, the park is very well connected to the urban fabric, with facilitated access to pedestrians and bikers, metro, bus and cars. With a carefully conceived program, it will carry all the necessary elements to re-energize the city center through increased tourism, valorization of the built stock and recuperation of the natural environment. It is an integrating project, bridging several elements of the built and natural environment that exist in the surrounding area, allowing people to gather and enjoy this new shared space in the city. All the necessary infrastructure to address the visitor’s needs are present in the park, such as pubs, cafes, sports facilities and so on.

The architectural qualities of the project are connected to the natural way by which it inserts itself in the landscape, taking advantage of the area’s topography to accommodate the necessary infrastructures and to create belvederes to contemplate the surrounding scenery. The materials are concrete, steel, wood and glass in natural colors, so to gain lightness. The curved shapes relate to the movement of the waters, unfolding gently along the terrain.

The stairways that run along the project provide the perfect seating area for the glorious sunset, “the most beautiful one in the world”. An important element of the project is the light. During the day, the sunlight and its reflections in the Guaiba waters guide the spectacle. It impacts positively the social fabric of the city; by recuperating a degraded space in Porto Alegre, it also increases the sense of belonging, and demonstrates the care of the city for its heritage and its people. By the intelligent use of architecture, landscaping and light design, in conjunction with a wide array of activities, Porto Alegre will gain a sustainable, vibrant place that shows how the “marriage” of manmade interventions and nature can have a positive impact on both. It is the physical and symbolic re-encounter of Porto Alegre and its waters, creating a vibrant and sustainable address.

과이바 호수 옆에 자리한 이 공원은 포르투 알레그리에 있는 길이 1.5km, 넓이 5.7ha의 공간이다. 포르투 알레그리는 150만 명의 인구가 살고 있는 브라질 남부의 가장 큰 도시다. 지역정부의 계획으로 만들어진 공원은 과이바 호수의 절경으로 도시와 인구를 다시 연결한다. 포르투 알레그리 홍수를 통제하기 위한 시스템의 일부로 만들어졌다. 이 공원이 지어진 곳은 매립지인데, 매립지를 건설하는 과정에서 호수 근처의 환경은 부정적인 영향을 받았었다. 호수공원이 생기기 전에는 도시의 쓸모없는 곳처럼 여겨졌다. 또한 도시생활과의 연결점도 없어 심각한 치안과 방치된 곳으로 문제가 있는 지역이었다. 과이바 호수공원은 매립지에 생명을 불어넣는 프로젝트다.

도시와 환경의 재생 프로젝트로 사회적, 경제적, 환경적 시스템의 영향을 받았다. 이런 영향들로 포르투 알레그리 사람들의 삶의 질을 크게 향상시킬 수 있었다. 호수공원을 통해 사람, 문화, 역사, 자연이 선순환되면서 서로 연결되고, 도심과 인접한 곳에 자리한 공원은 자전거, 지하철, 버스, 자동차로 접근이 용이하여 보행자와 도시를 엮은다. 신중하게 계획된 프로그램을 통해 관광, 건설 재고의 물가 안정, 자연환경의 회복을 증가시켜 도시 새로운 활력을 불어넣는 요소를 만들었다. 이 통합 프로젝트는 주변에 존재하는 건설과 자연환경의 요소들을 연결하고, 사람들이 도시의 새로운 공유 공간에 모이고 즐길 수 있도록 한다. 방문자의 요구를 해결하기 위한 시설인 술집, 카페, 스포츠용품점 등도 공원 안에 있다.

건축의 질은 풍경에 투입됨으로써 자연적 방법으로 연결된다. 그리고 필수 기반 시설을 수용하고 주변 경관을 고려하는 전망대를 만들기 위해 지형의 이점을 이용하였다. 재료는 자연적 색을 가진 콘크리트, 철강, 나무, 유리를 사용하여 빛을 얻을 수 있었다. 구부러진 곡선의 모양은 물의 움직임과 일치하며, 지형을 따라 부드럽게 펼쳐진다.

이 공원을 따라 만들어진 계단은 ‘세상에서 가장 아름다운’ 일몰을 위한 완벽한 공간을 만들어낸다. 이 프로젝트의 중요한 요소는 빛이다. 낮 동안 햇빛과 과이바 호수를 통한 물의 반사는 장관을 이룬다. 포르투 알레그리에서 공원이 생기기 전에 평가절하된 공간을 회복시키는 것은 도시를 연결하는 데에 긍정적인 영향을 준다. 또한 이 공간이 도시에 소속되어 있다는 느낌을 증가시키고 지역의 유산과 사람들을 위한 도시의 보살핌을 증명한다. 다양한 활동과 함께 건축, 조경, 조명을 지능적으로 사용된 이 공원은 포르투 알레그리에서 인간이 만든 개입과 자연의 “결합”이 어떻게 모두에게 긍정적인 영향을 줄 수 있는지를 보여주는 곳이 된다. 이 곳은 물리적이고 상징적인 포르투 알레그리와 물의 재탄생으로 만들어낸 활기차고 지속 가능한 장소가 된다.
