Oasis Terraces is the new Punggol Neighbourhood Centre and Polyclinic in Singapore. It is a new generation of community centres developed by Singapore’s Housing and Development Board to serve its public housing neighbourhoods. It comprises communal facilities, shopping, amenities and a government polyclinic. Serie Architects’ design utilises a series of lush garden terraces that slope towards the waterway as one of the key elements to generate communal activities. These lush gardens act as communal spaces, children’s playgrounds and a natural amphitheatre. The roof is also heavily landscaped and features planting beds for urban farming. The gardens play more than just an aesthetic role in the community; they are a collective horticultural project. By bringing residents together to plant, maintain and enjoy them, the gardens help nourish community bonds.

Overlooking the communal gardens on platforms are rooms and outdoor areas for communal dining, restaurants, education centres, and polyclinic services. These spaces are directly connected to the terraced garden, allowing dining activities to spill out into these areas. Likewise, the waiting areas of the polyclinic enjoy views of the garden terraces and waterways.

A large sheltered plaza fronting the waterways creates the vibrant heart for the community. This plaza will be used for a wide range of communal activities and events and sits at the crossing point of the east-west and north-south thoroughfares of the site. All circulation through the site and from the adjacent Oasis LRT station culminates at the plaza.

Every visible elevation of the building is covered with lush plating. Together with the veranda spaces that wrap around the restaurants and polyclinic, the plants act as an environmental filter between the exterior and interior spaces. The architecture is also characterised by a sense of lightness and openness allowing daylight and breezes to permeate the building, promoting the use of natural ventilation.

풍골의 오아시스 테라스

풍골은 싱가포르의 도심에서 차로 30분 거리에 있는 신도시다. 오아시스 테라스(Oasis Terraces)는 풍골에서 주거, 의료 서비스를 제공하는 지역 공동체센터다. 싱가포르의 주택 개발 위원회(Housing & Development Board)는 이 새로운 차세대 공동체센터를 통해 이웃들에게 공공 주거 서비스를 제공하고자 했다. 건물 내에는 공동체 시설, 쇼핑 시설, 편의 시설, 정부가 운영하는 종합병원으로 구성돼 있다. 무성한 식물들로 둘러싸인 야외 테라스는 이 공동체센터의 주요 핵심공간으로, 경사를 따라 연속된 정원을 통해 건물 앞의 강까지 자연스럽게 걸을 수 있도록 만들어졌다. 정원은 누구나 사용할 수 있는 공용 공간이며 어린이의 놀이터이기도 하다. 또한, 경사진 형태로 계단식 광장의 역할을 하기도 한다.

건물 옥상은 이곳의 주민들이 밭을 가꿀 수 있는 도심 속 작은 농장으로 만들어졌다. 이 작은 농장은 공동 원예 프로젝트로, 주민들은 농장을 통해 이웃들과 함께 심고, 유지하고, 즐길 수 있다. 이런 활동들은 지역 사회의 유대감을 증진시키며, 오아시스 테라스의 정원과 농장이 단순한 미적 효과를 넘어 그 이상의 역할을 하는 것을 증명한다.

건물 내에는 주민들을 위한 주거 공간, 야외 공간과 공용 식당, 레스토랑, 교육 센터, 의료 서비스 공간들도 마련되어 있다. 건물 내부에서는 건물에 마련된 정원들과 열결되어 있으며, 테라스, 앞의 강을 바라볼 수도 있다. 이 곳에서 일어나는 활동들은 풍골에 활력을 불어 넣는다. 강과 건물 사이 도로가 교차하는 1층에는 대공간의 광장이 자리하여, 공동체를 위한 다양한 행사와 용도에 맞게 사용된다. 또한, 오아시스 LRT역(Oasis LRT station)과 인접하고 있어 지역의 순환되는 활동들을 만들어낸다.
